Idaho National Laboratory (INL) is seeking a dynamic leader to serve as the Energy and Environment Science and Technology (EEST) Directorate transportation research senior relationship manager for the Department of Energy (DOE), Energy Efficiency & Renewable Energy (EERE), Hydrogen Fuel Cell Technologies Office (HFTO), other federal agencies, and associated industrial engagement! This team works a hybrid 9x80 schedule located at our Idaho Falls facility with every other Friday off. This position will require travel.

Responsibilities Include:

  • Lead EEST, and Laboratory wide, strategic activities related to the adoption and implementation of high temperature electrolysis hydrogen production and industrial applications of such.
  • Large scale net zero production and utilization technologies have the potential to create an insatiable federal and industrial demand hydrogen technologies and products.
  • Develop a rational plan that minimizes disturbance and provides opportunity for all types of industrial and individual users is vital to success.
  • Integrate a plan and provide vision to a diverse array of interdisciplinary researchers.
  • Facilitate the development of cross-functional program development efforts that align with the capabilities and interests of the EEST Directorate, including the Materials and Manufacturing, Systems Science and Engineering, and Integrated Energy and Storage Systems.
  • Advance activities and relationships for hydrogen production, industrial utilization and integrated nuclear-hydrogen systems is critical.
  • Lead hydrogen program strategy development and implementation including directing programs that directly impact high-temperature hydrogen production, Nuclear-Hydrogen production, and industrial / transportation applications of hydrogen. This strategy will directly impact how the United States transitions to a net-zero carbon hydrogen economy without creating inequality and minimal environmental impact.
  • Build relationships across government offices in the Department of Energy, Department of Transportation, Depart of Defense, and with critical industry and local partners.
  • Lead Hydrogen research business development opportunities associated with the EERE-HFTO, other agencies/offices, and associated BIL funding opportunities.
  • Identify potential new clients and seek new business opportunities for EEST, and INL at large.
  • Represent INL in complex business relationships and discussions and make commitments to clients for research.
  • Interact with and manage multiple clients across multiple business and research sectors, focusing on industrial entities relevant to EEST hydrogen research technologies.
  • Lead, prepare, and complete proposals, funding agreements, nondisclosure agreements, and contracts to articulate the offering and close the deal.
  • Coordinate industry activities with government sponsored programs in collaboration with various project PIs, operations lead, other relationship managers, and line management.
  • Coordinate with managers and group supervisor to identify appropriate staff to work on projects.
  • Work directly with EES&T Program Office and Division Directors to coordinate cross-department and cross-directorate program coordination and collaborative capability capitalization.
  • Develop and maintain annually a business strategy and hydrogen research strategic plan to promote the future operation of INL facilities and the direct collaboration with other national laboratories and relevant industries and universities.
  • Responsible for regular communications with HFTO on business opportunities and research activities.
  • Engage appropriate technical leadership to solve complex business opportunity problems with little or no precedence, using specialized techniques to provide solutions that are highly innovative.
  • Contribute to publications, patents, software, and technical products, and prepare and deliver presentations at meetings.
  • Strategy and roadmap for INL capabilities and initiatives to support EEST and Diversity, Equity, and Inclusion (DEI) program objectives.
  • Management of indirect budget allocations.
  • Responsible for developing and implementing DOE-related and other funding opportunities, and work with Division Directors, Department Managers, Program Development Office, NetZero, INL fleet representatives, and EES&T researchers to assemble teams to pursue appropriate opportunities.
  • Develop Government Affairs strategy to support achieving investment goals.
  • Develop a hydrogen research communications strategy.


QUALIFICATIONS


Minimum Requirements:

  • Advanced Degree and 12 years’ experience. Preference given to candidates with a demonstrable track record of creating and securing funding opportunities.
    Education: Master of Science degree. Ph.D. preferred.

  • Salary Grade 240 ($139,488 - $237,144) / Salary Grade 250 ($160,440 - $272,724)
